21/09/2025The European Transport Safety Council (ETSC) has published its 19th Annual Road Safety Performance Index (PIN) Report, warning that the EU is falling significantly short of its 2030 goal to halve road deaths and serious injuries based on 2019 levels. In 2024 alone, 20,017 people lost their lives on EU roads – a decrease of only 2% compared to 2023. This pace is far below the necessary annual reduction of 6.1% required to stay on track toward the 2030 target.
As the European Federation of Road Traffic Victims (FEVR), we deeply regret that, once again, behind each of these statistics are real people: lives lost, families grieving, futures forever changed. Victims of road crashes deserve more than numbers in a report; they deserve commitment, action, and change.
Some countries, such as Lithuania and Poland (both –35%) and Slovenia (–33%), have shown that progress is possible. However, eight countries saw increases in road deaths in 2024, including Switzerland (+34%) and Estonia (+33%). Since 2019, the EU27 has reduced road deaths by only 12%, compared to the 27% reduction required by now to stay aligned with the 2030 target.
Norway stands out as a model of vision and sustained political action. With only 16 road deaths per million inhabitants, Norway remains Europe’s safest country and the winner of the 2025 ETSC PIN Award. The country’s comprehensive Safe System strategy, youth-focused reforms, local innovation, and commitment to in-depth investigation of fatal crashes demonstrate that real change is achievable.
The report also highlights the high societal cost of inaction. While 23,800 lives were saved between 2015 and 2024, the EU missed the opportunity to save nearly 49,600 more lives: a human and financial loss worth €124 billion.
FEVR joins ETSC in urging stronger national and EU-wide commitment to the Safe System approach. Victims and their families must not remain invisible in decision-making processes. We call for:
- Clear and measurable targets,
- Political will to implement proven solutions,
- Robust laws and enforcement,
- Safer infrastructure and vehicle standards,
- Justice and support for victims and their families.
Vision Zero is not an unreachable dream — it is a moral imperative. We know what works. Now is the time to act.
